MINUTES
The minutes of the last meeting were agreed as a true record on a
proposal by Steve Johnson (CSMA), seconded by Katy Mashiter (Morecambe CC).
MATTERS ARISING
CHAIRMAN'S REPORT
The Foot & Mouth problems of recent times had now passed completely,
things were getting better generally, and it was good ending to the World Rally Championship,
and for Michael Schumacher in Formula 1 – despite, or because of new regulations.
Our own championships had seen no regulation changes, but the
introduction of the Marshals Championship had proved highly successful. Our events had been
well-supported. The MSA register was also well-supported, with training ongoing.
The year had seen the loss of several good friends, but life must go
on.
We had lost Blackrod Motor Club, the few members left now in Wigan &
District MC.
We saw a high standard of events and championships, showing that
these are what people want to do. The awards night had been well attended the previous
weekend, with guests Neil Burgess and Jim Holder, who had taken the Mini to a class win on the
Wales Rally GB, its last event of homologation. Thanks to everyone involved in the awards
evening.
The ANWCC Executive had worked diligently. The ADL Scroll had been
presented to Duncan Wild of Knutsford & District MC for his sterling work during the year, not
only in competing but also in promoting the club and its many events, especially in the
Autotest world.
Eric (Cowcill) continued to look after the purse strings, Katy
(Mashiter) dealt with media assistance for clubs, Mike (Ashcroft) continued the battle with
Aintree and the other Mike (Farnworth) had been elevated to MSA National Training Officer, his
enthusiasm for the task being exemplary. Kay (Skellern) had continued her work as General
Secretary although missed the meeting due to having other things on her mind (imminent arrival
of baby). Dave (Thomas) had not only co-ordinated the championships but also updated the
website and has also become involved in the Formula 1000 Rally Challenge, which is proving to
be a much bigger task than first anticipated.
Our President, Allan Dean-Lewis MBE had been promoted to co-ordinate
the World Training Group, working under the FIA as well as the MSA.
Martin Pratt had reluctantly resigned from his duties due to health
concerns but would stay committed to motor sport.
The Chairman ended his address by thanking everyone who has helped
make the ANWCC arguably the strongest of the 15 MSA Associations.
GENERAL SECRETARY
The Secretary had nothing specific to report.
TREASURER
The Treasurer reported another successful year, despite the balance
sheet showing an excess expenditure over income of £1109.45p. The high figure for awards
actually included two years trophies as the awards recently presented had been paid for up
front due to a change of supplier, whilst the high turnover (£15786.24) includes some funding
for the Marshals Training sessions, for which we were later reimbursed by the MSA.
Thanks to the use of the web and e-mail printing and postage costs
had dropped remarkably, but this had been counteracted by the awards for 2003 costing about 60%
more than previous years due to the change of supplier.
The championships appear to be continuing successfully, so the
accounts should remain healthy. There was no foreseeable reason to increase subscriptions at
the present time.
The balance sheet was accepted on a proposal by Steve Johnson (Civil
Service Motoring Association), seconded by John Francis (Dayz of Funder MC).
CHAMPIONSHIPS SECRETARY
Dave Thomas reported that the number of registered competitors had
reached 359, slightly up on the previous years figure of 347, with 110 (106) championship
qualifying events having been held.
The awards had been presented the previous weekend, with almost 200
attendees. The Rally of the Year had been deservedly won by Knowdale CC for their Pennine
Stages and Derek and Jan Lord had collected the McGivern Trophy.
All events had been well run although there had been some problems
on the road rallying championship which had been dealt with. The ANWCC had been involved in
debates regarding the driving standards on North Wales road rallies and work with the Welsh
Association was ongoing to protect the future of the sport in that area. This had resulted
from Jack Romain, CTRLO for North Wales, requiring clubs to tackle the problem of overuse of
map 116 which, although in Wales, is considered to be an ANWCC area map by the MSA. The only
planned change for 2004 was to drop the Production Car class award from the Road Rally
Championship due to difficulties in checking. A new championship for 2004 would be the Formula
1000 Rally Challenge, being run by the Formula 1000 Rally Club but under the ANWCC banner due
to MSA requirements.
Thanks to all the organisers and competitors for running and
competing on the events to the high standard and for their enthusiasm and support of the ANWCC
Championships.
ELECTION OF OFFICERS
Following the formality of the necessary procedures the following
officers willing to stand for re-election were unanimously elected en bloc on a proposal by
John Francis (Dayz of Funder MC) seconded by Ken Wilkinson (Stockport MC):
